Syrian Marriage in the UAE: Routes, Documents and Steps

Syrian couple giving civil marriage consent

Most Syrian couples who marry in the UAE do it through the Islamic (Sharia) route. It is a contract signed before a Sharia court or an authorized marriage official, with a guardian, two witnesses, a medical screening certificate and documents that have been attested and translated into Arabic. Syrian Christians and other non-Muslim Syrians use the civil route instead. Civil marriage does not apply to Muslims. This guide explains which route fits you, what each side needs, how the steps run, and what to do with the certificate afterward.

TL;DR

  • Muslim Syrian couples marry under the Islamic route. Non-Muslim Syrians use civil marriage. The route follows religion, not passport.

  • Islamic marriage needs a guardian (Wali) for the bride, two Muslim witnesses, a UAE medical screening certificate and attested Arabic documents. The Wali requirement can be waived for non-Emirati women in some cases.

  • The minimum age is 18 lunar years for Islamic marriage and 21 for federal civil marriage.

  • Foreign documents must be attested, translated into Arabic by an authorized translator and certified before you apply.

  • Attest the finished marriage certificate, then ask the Syrian embassy how to register it for Syrian records.

Which marriage route applies to Syrians in the UAE

The UAE does not choose a route by nationality. It chooses by religion. Islamic marriage is governed by Federal Decree-Law No. 41 of 2024, which applies to all Muslim couples regardless of nationality, as of April 15, 2025. Civil marriage, on the other hand, does not apply to Muslims.

In practice that gives two clear cases:

Your situation

Route

Where it is signed

Both partners are Muslim

Islamic marriage (Nikah / Katb al-Kitab)

Sharia court or authorized marriage official

Both partners are non-Muslim, for example Syrian Christians

Civil marriage

Competent civil court

Mixed religion couples

Depends on the religion of each partner, so confirm before booking

If you are unsure which row describes you, settle that first. Everything else, from the documents to the appointment, depends on it. Our guide to UAE marriage residency rules explains who can legally wed and where.

Eligibility for Syrian couples

Age

The legal age for Islamic marriage is 18 lunar years. Federal civil marriage requires both parties to be at least 21 Gregorian years old. Abu Dhabi’s civil system generally allows marriage from 18. Because lunar years are slightly shorter than calendar years, check the exact date on both passports rather than counting your birthdays by hand. More detail is in our legal age for marriage guide.

The bride’s guardian (Wali)

For an Islamic marriage the bride’s guardian is mandatory. The rule may be waived for non-Emirati Muslim women if the laws of their home country do not require a guardian. Many Syrian brides attend with a father, brother or another male relative. If your family is abroad, the guardian can often be represented through a power of attorney, and that document has to be notarized and attested like any other foreign paper. Ask whether your court or marriage official accepts the format you plan to use before you spend money on it.

Witnesses

Islamic marriage requires two Muslim witnesses who hold valid Emirates IDs or travel documents. Pick them early and ask them to bring the original IDs on the day.

Marital status

The wife must not be in an existing marital relationship, and the husband must disclose any existing one. Divorced or widowed applicants need proof of that status, such as a divorce certificate or a death certificate, attested in the same way as the rest of the file.

Residency

Marriage in the UAE is easiest when at least one partner is a UAE resident with a valid passport and Emirates ID. Visitors can sometimes marry, but the rules differ by emirate and by route, so confirm your case before you travel. Our marriage eligibility guide covers the common cases.

Documents Syrian couples should prepare

The core file is simple. The slow part is getting foreign documents ready.

  • Valid passports for both partners

  • Emirates IDs, where applicable

  • Medical screening certificates from an approved UAE facility

  • Proof of marital status (single, divorced or widowed)

  • Documents for the guardian and the two witnesses

Attestation and Arabic translation

Foreign documents must be officially attested, translated into Arabic by an authorized translator, and certified by the Ministry of Justice, the Ministry of Foreign Affairs, or a UAE embassy or consulate. For Syrian papers, that means starting the chain in Syria or through a Syrian mission, then finishing it on the UAE side. Because the chain has several stages, begin it before you book anything.

Some authorities also ask for extras. Embassy guidance for other nationalities mentions employer no-objection letters and police clearance letters in some cases, so ask the court or your marriage official whether either applies to you. Do not assume. A single missing stamp is the most common reason an appointment gets pushed back.

Medical screening

Islamic marriage requires a medical screening certificate from an approved UAE facility for both parties. The contract cannot be registered without a valid certificate, so take the test early enough to leave margin before your appointment. Keep the certificate with your originals.

How the Islamic marriage process runs

  1. Complete the medical examination at an approved facility in the UAE.

  2. Prepare and attest your documents, with Arabic translations by an authorized translator.

  3. Book an appointment through a Sharia court, an authorized marriage official, or an online service.

  4. Attend with the guardian and two witnesses, carrying all originals.

  5. Sign the marriage contract. The contract records the agreed dowry (Mahr) and the conditions both sides accept.

  6. Collect the marriage certificate and make several certified copies.

The ceremony itself is short. Most of the effort is in steps 1 to 3. Once you have a clean file, the appointment is usually straightforward.

Dubai and Abu Dhabi

Both emirates handle Islamic marriages for expats, and the logic is the same: medical certificate, attested documents, guardian, witnesses, contract. Booking channels and the paperwork the office requests can differ, so ask the specific court or official for their current checklist.

Sequence of five Islamic marriage requirements

The civil route for non-Muslim Syrians

Non-Muslim Syrian couples can use civil marriage. Under the federal framework, both parties must be at least 21, legally capable, male and female, and expressly consenting. Parties sign a disclosure form and give consent before an authentication judge. The application needs IDs, proof of UAE residence, and an official home-country document showing age. The wife must not have an existing marital relationship, and the husband must disclose any existing one. The competent court issues the contract in Arabic, and in English when necessary.

After the wedding: attesting and using the certificate

A certificate issued in the UAE is the starting point. To use it with other authorities, such as for a family visa, school enrollment or another country’s records, it normally needs attestation. Our guides on marriage certificate attestation in Dubai and attestation for legal validity abroad walk through the stages. If you are sponsoring your spouse, the attested certificate is usually the document the visa file is built on.

Registering with Syrian authorities

Requirements for recording a foreign marriage in Syrian civil records are set by Syria, and they can change. We recommend asking the Syrian embassy or consulate that serves you what it needs: usually the attested certificate, an Arabic translation if the original is not fully in Arabic, and copies of both partners’ identity documents. Get that list in writing, then attest in the order they specify so you do not repeat a step. Couples with Lebanese documents in the mix may find our Lebanese marriage certificate attestation guide a useful model for how a multi-country attestation chain works.

Perspective

Syrian couples usually come to us with a family spread across several countries: a father in one, a sibling in another, documents issued years ago in a third. The marriage itself takes minutes. The weeks go on the paper trail, and that is where couples lose time.   We know this from our own experience. The founders went through UAE marriage bureaucracy themselves, and that is why we plan backward from the appointment date. We check which documents your guardian and witnesses need, line up the attestation and Arabic translation, and make sure the medical certificate is valid on the day you sign.   Our approach is personal on purpose. You get one team that follows your file from the first message to the attested certificate, and can take care of the follow-on steps, such as legal translation, attestation and family visa paperwork, in the same place.   Harris

Let us handle the paperwork

If you want the file checked before you book, we can review your documents, guide you through attestation and translation, and arrange the Islamic marriage in Dubai or Abu Dhabi. Our Islamic marriage service is listed at 3850 AED for either emirate. See the details on our Islamic marriage page.

A practical timeline

Work backward from the date you want to sign.

  • Eight to six weeks before: confirm your route, choose the guardian and witnesses, and start attestation of foreign documents.

  • Six to three weeks before: finish Arabic translations and certifications, and arrange any power of attorney for a guardian abroad.

  • Two weeks before: book the medical screening and the appointment, and confirm the current checklist with the office.

  • Week of the appointment: gather originals and copies, and confirm that the guardian and witnesses have valid IDs.

  • After signing: order certified copies, begin attestation, and ask the Syrian embassy about registration.

These are planning windows, not official deadlines. Attestation chains from abroad can move faster or slower, so build in margin.

Mistakes that delay Syrian marriages

  • Starting with the booking instead of the documents. Attestation sets your real timeline.

  • Translations by an unauthorized translator. Arabic translations must come from an authorized translator, or the file can be returned.

  • Medical certificate expiring before the appointment. Check validity against your date.

  • Witnesses without valid IDs. Both must hold valid Emirates IDs or travel documents.

  • Guardian questions left until the last week. Decide early whether the guardian attends in person, is represented, or whether the home-country waiver may apply to you.

  • Skipping the post-wedding attestation. You will need it for visas and for records in other countries.

FAQ

Can Syrians marry in the UAE if only one partner lives here?

Often yes, but at least one partner is generally expected to be a UAE resident with a valid passport and Emirates ID. Rules for visitors differ by emirate and route, so confirm your case with the court or a specialist before booking.

Do Syrian couples need a civil marriage or an Islamic one?

It depends on religion. Muslim couples marry under the Islamic route, and civil marriage does not apply to Muslims. Non-Muslim Syrians, such as Christians, can use civil marriage.

Is a guardian always required for a Syrian bride?

For an Islamic marriage the guardian is mandatory. It may be waived for a non-Emirati Muslim woman if her home country’s laws do not require one. Ask the marriage official early so you know which rule applies to you.

Do we need a medical test before an Islamic marriage?

Yes. Both partners need a medical screening certificate from an approved UAE facility, and the contract cannot be registered without a valid one.

Will a UAE marriage certificate be accepted in Syria?

Acceptance and registration are decided by Syrian authorities. Attest the UAE certificate first, then ask the Syrian embassy or consulate for its current requirements and follow its order of steps.
